People with brown eyes want blue eyes, and people who are tall want to be short. You always want what you don't have, especially when it comes to your hair. With so many easily accessible ways to change your hair, remember to take care of what you already have.

Hair color: you only have one natural hair color. once it's gone, it's gone. Unless you have gray hair, why dye it? Especially as a teen. Hilights are also a tricky matter. People with dark brown hair should not be getting blonde blonde hilights: you'll end up looking like a skunk! And don't even get me started on colored streaks on the bottom of your head. LEAVE IT ALONE!! And always try to leave the serious jobs to the professionals.
Just like everything in life, you have to embrace what you've got in order to figure out what to do with it. If you really hate the struggle with your hair, there are ways to change it, but that should be a last resort only. Your hair is a unique part of who you are - why flatten it!
